ROLL OUT OF DRAFT AGENCY PLANS FOR FISCAL YEAR BEGINNING OCTOBER 1, 2025
The Housing Authority of New Orleans recently rolled out a draft of its PHA Annual Plan with excerpts of changes made to its HCV Administrative Plan and Admissions and Continued Occupancy Policy for its 45-day public comment period. These documents propose changes that will begin at the start of HANO’s fiscal year beginning on October 1, 2025. Along with these documents, HANO also released is PHA 5-Year Plan with goals for 2025 to 2030 and its 5-Year Capital Fund Plan that covers 2024 to 2029.
Copies of these documents have been distributed widely. Those without online access can view a copy of these documents at any of HANO communities and at HANO headquarters at 4100 Touro Street in New Orleans. In addition, the Mayor, City Council, HANO Board of Commissioners, the City’s Office of Community Development, and HANO’s Resident Advisory Board have been provided copies. Additional stakeholders and contacts will receive these documents through our online newsletter.
To further brief the community, HANO is inviting its residents and community stakeholders to attend a public hearing on Thursday, May 29, 2025 at 4pm to HANO’s Helen W. Lang Board Room located at HANO’s headquarters. Attendees will be briefed on key elements within these documents including goals and objectives, projects slated for modernization with capital funds, and policy changes to better serve our clients.
HANO’s plans aim to help others understand the agency’s mission and how HANO will fulfill that mission and continue to transform neighborhoods and lay a foundation of economic sustainability for individuals.
- The Public Housing Agency (PHA) Annual Plan and Draft PHA 5-Year Plan 2025-2030 for HANO’s Fiscal Year Beginning October 1, 2025 was completed in accordance with the U. S. Housing Act of 1937 as amended and accompanying HUD regulations as well as according to the template format prescribed by HUD regulations and further outlined in Notice PIH 2015-18.
- The Capital Fund Program (CFP) Five-Year Action Plan for Federal Fiscal Years 2025 – 2029 describes capital improvements needed to ensure long-term viability of the Agency’s public housing developments. The Plan covers the period FFY 2025 – FFY 2029 and will be updated yearly on a rolling basis. The cost estimates included in this plan are associated to an identified project and is based on HANO’s historical cost for similar projects. The estimate will not be finalized until HANO engages with an architectural and engineering firm. HANO has allocated limited portions of its projected CFP grant for administration, operations, and management improvements with the remaining funds dedicated to capital work items.
- Public Housing Admissions and Continued Occupancy Policy (Excerpt of Revised Draft) and the Housing Choice Voucher Administrative Plan (Excerpt of Revised Draft) are redlined excerpts of HANO’s main policy documents that cover the Housing Choice Voucher Program (HCV) and the public housing program. Following is a summary of policy changes proposed to facilitate the operation and management of HANO’s programs.
- HANO changed its Admissions and Continued Occupancy Policy (ACOP) in adherence to HUD’s Final Rule that went into effect on January 13, 2025, that detailed a 30-Day notification requirement prior to termination of lease for nonpayment of rent.
- HANO also modified the definition of over-income in ACOP to adhere to HUD’s new HOTMA definition.
- HANO’s HCV Admin plan made modifications because HANO is also applying for RAD conversion of the Estates and Guste High Rise. The RAD conversion plan is found within the PHA Annual Plan.
- HANO has revised the HCVP Administrative Plan as follows:

- Providing a 30-day notification prior to termination of a voucher
- Providing an opportunity to request an informal review or hearing during the 30-day notice period
- Added that the hearing panel will be a 3-person panel
- Clarified language related to extensions beyond the initial 120-day voucher search period
- Added a new chapter related to RAD The Admin Plan with redline changes has been appended to this document.
